Unemployment Insurance Committee
AIM’s Unemployment Insurance Committee is
by invitation, a group of AIM members focused on legislative and regulatory issues affecting unemployment
insurance (UI) issues and their impact on the businesses in the
Commonwealth of Massachusetts. The group assists AIM in
developing its pro-business legislative agenda and works to defeat
legislation offered by others that would be harmful to the business
climate, costly to the businesses located here or complicated to comply
with or administer.
Members
The Committee is comprised of UI practitioners, attorneys, and
in-house HR directors.
Format
The Committee meets as necessary. A public official in
the UI arena, such as the Chair of the Joint Committee on Labor and
Workforce Development or the Commissioner of the Division of
Unemployment Assistance, usually addresses the group discussing current
legislation or other relevant matters. This presentation is
followed by a discussion among member companies concerning potential
issues the committee can work on collectively, strategy for
moving the agenda forward, a legislative update by AIM staff and
other relevant business.
Issues
During the past legislative session, AIM was heavily
involved in the reform of the UI rate system, allocating higher costs
for companies who frequently use the system and away from companies with
stable employment; and in measures designed to reduce fraud from the UI
system and produce savings for the UI Trust Fund.
AIM Committee Staff
John R. Regan staffs the
Unemployment Insurance Committee and has been with AIM since
2000. He is one of two primary lobbyists for AIM on
Beacon Hill. In addition to covering UI issues, John is
responsible for economic development policy, having served as the
state's executive director of the Office of Business
Development and workers compensation related employment issues at
AIM
