AIM Initiatives
AIM has filed several bills with the Legislature to ease the surge in
health insurance costs for employers.
An Act Relative to Short-Term Health-Care Cost Containment
Implements immediate cost controls by government resulting in lower
health-care costs to Massachusetts employers. The legislation
would:
- eliminate the duplicative Medical Security Trust Fund and merge it
with the Health Connector's Commonwealth Care, the state’s primary
health insurance program for uninsured adults who meet income and other
eligibility requirements;
- impose a moratorium on health insurance benefit mandates;
- change the definition of Minimum Creditable Coverage by allowing
deductibles to keep pace with medical inflation;
- change the Fair Share Contribution statue to exempt employees with
spousal coverage; and
- repeal section 304 of Chapter 149 of the Acts of 2004, which
requires the Executive Office of Health and Human Services to produce a
list of employers who have 50 or more employees using public health
assistance each year.
An Act Relative to Sustainable Health-Care Cost Containment
Eliminates cost shifting by government purchasers to commercial
insurance in two key areas by:
- requiring Medicaid patients to enroll in managed care to better
manage and coordinate the care, particularly for those patients with
multiple chronic conditions; and
- requiring Medicaid to lead payment-reform efforts through a pilot
program.
Act Allowing Municipalities Flexibility in Offering Health Insurance to
Municipal Employees
Gives municipalities authority similar to that of the state to direct
plan design over healthcare insurance.
